In this paper, author first defines the investment-financing system of Bin Hai New Area, and states that the system has the characteristics either macroscopic or microcosmic concurrently. Then, the author analyses the efficiency of the investment to the economic growth with the model, Meanwhile, the descriptive analysis for the financing condition of the Bin Hai New Area is carried on. Finaly, relevant Countermeasures and suggestions are given to investment and financing in Bin Hai New Area. It include: To deepen the reform of investment-financing system, widen the financing ways and perfect financing system; To carry out market operation and soak up folk capital; To establish the entering channel of risky fund, breed mult-bodies of risk investment and to Strengthen government financing leverage etc. So it can accelerate the opening and development for Binhai New Area..
