Development strategy on optimizing the entrepreneurial environment in northeast China in transition times

"entrepreneurial economy" is a economic state based on innovation. It supports and ensures economic innovation from the structure of the system,policies and strategies,and promotes the continuous innovation and development of small and medium-sized enterprises (SMEs). In transition times of revitalization of northeast China's old industrial base,it is also defined as promoting the second entrepreneurship of state-owned enterprises. Empirical studies show a special role of entrepreneurship in expanding employment and economic recovery,innovation and growth,and they show entrepreneurship is increasingly becoming the basis of the prosperity,the main source of competitive advantage and the core driving force for economic development. Northeast China's old industrial bases is less active in the entrepreneurial activity,and it is difficult to adapt to the development of the market economy with the irrational economic structure. Development of entrepreneurial economy is the key to the revitalization of old industrial bases in northeast China. For governments at all levels of the old industrial bases in northeast China,the pressing task is to formulate and restructure startup policies,establish a sound legal system and entrepreneurial support and service system,vigorously develop entrepreneurial education and training activities and create a favorable atmosphere of entrepreneurial culture. The purpose is to encourage entrepreneurial activity.
