Cost Benchmarking of US Army Corps of Engineers Hydropower Facilities

The US Army Corps of Engineers (COE) and the Bureau of Reclamation (USBR) are the owners and operators of 31 hydroelectric plants in the Federal Columbia River Power System (FCRPS). The Bonneville Power Administration markets and distributes the power generated from these federal damsThe OMB Resource Management Office requires an annual report on program performance using the Program Assessment Rating Tool, PART. Performance metrics are required to compare program output with similar non-government programs as well as to document progress toward achieving long-term goals.The hydropower business line of the US Army Corps of Engineers uses a number of metrics to measure both financial/cost and operation/maintenance performance. Tracking these metrics and comparing them against other hydropower plants is termed "Benchmarking".This paper will present the cost benchmark data organization and provide brief analyses of the benchmarks.
