The design of a 4T dipole magnet for a fast cycling synchrotronis presented. The magnet will have a circular aperture of 100-110 mm indiameter. A single layer coil, made of hollow superconducting NbTi cabledesigned to operate at a current of 30kA is used. A magnetic field ramprate up to 4 T/s should be achievable. The SC coil will be cooled toT = 4.4 K with two-phase helium flow. The problems of magnetic fieldquality and mechanical stability of the cold mass are also discussed.
