New financing scheme for Building Integrated PV systems in the Netherlands

From January 1st, 2001 a new financing scheme for PV has been introduced in the Netherlands. A maximum amount of EUD 4.25 (9.40 Dutch guilders) per Wattpeak is supplied for PV systems on houses. The financing system is carried out within the Energy Premium Regulation (EPR) and the Energy Performance Advice (EPA). The means of the EPR and EPA come from an energy tax that is implied to all private users of electricity and natural gas. The subsidy results in a reduction of the system investment costs by approximately 50%. This paper describes the background for PV as energy saving measure in houses and the implications of the EPR for investments in PV are shown. The new financing scheme in the Netherlands is compared with the situation in Germany and the advantages and disadvantages are described.
