From system safety to safety system- the knowledge structure and mode of thinking that safety engineering presonnel should possess

This article does not intend to discuss the detailed safety problems, but to explain the viewpoint from theoretical and practical aspects that the knowledge structure and mode of thinking of safety engineering personnel must change from system safety to safety system. For this, the article first analyses the process that mankind understands safety, from which the two concepts of system safety and safety system come. The article then simply describes the basic features of system safety and safety system. The article also discusses the shortcomings of the knowledge structure and mode of thinking based on system safety and the necessity of establishing the knowledge structure and mode of thinking based o nsafety system. Finally the article points out that safety engineering personnel must establish the knowledge structure and mode of thinking based on safety system to meet the needs of the development of safety science.
