The United States Coast Guard (USCG) Research and Development Center (RDC) and ABS Group Inc. Risk & Reliability Division (ABS Group) successfully performed a coarse risk analysis of a USCG vessel and a USCG shore facility using the Integrated Risk Assessment (IRA) software. Coarse risk analysis is part of the IRA process developed to assess and proactively manage the risk of USCG units. Coarse risk analyses provide risk profiles of operations and facilities useful for enterprise risk management within the USCG. Performing a coarse risk analysis involves collecting and managing significant amounts of information. For a coarse risk analysis to be practical to perform and provide useful risk management, USCG decision makers must be able to (1) efficiently collect risk information, (2) "cut the risk information pie" in a variety of ways, and (3) "roll up" information across USCG operations and vessel/shore/aircraft units. This paper discusses the application of the IRA software in performing coarse risk analyses on a 378-foot high endurance cutter (WHEC-378) and a marine safety office (MSO), and the provision of useful results for enterprise risk management.
