THe need to comply with the 1996 Safe Drinking Water Act Amendments requiring all community water systems to provide customers with an annual Consumer Confidence Report (CCR) on drinking water quality beginning in October 1999,coupled with the water industry's uncertainty of consumers' receptivity to and understanding of the proposed ocntent of the CCR was the catalyst for BHC Company to devleop an action plan for the roll out of its water quality report.The COmpany's goal was to utilize the publication of its CCR as a prime opportaunity to positively affect customers' perceptions of water quality and safety.The decision was made to phase in its annual water quality report beginning in 1997 and measure the affect of this information on customers' perceptions of water quality.
