Deregulation and competition have changed the electric power industry business environment. The emphasis has shifted to minimizing costs and maximizing the use of existing facilities to reduce the capital spending on upgrades and new construction. Consequently, the need to effectively apply reduced budgets to minimize system failures and to extend the life of existing facilities has increased in importace.
