In the progression of the Hudson-Bergen Light Rail Project, the first Design Build Operate Maintain (DBOM) transit system project in the US, one of the first major challenges has been the integration process phase between NJ Transit and the DBOM Contractor. The contract between NJ Transit and the DBOM Contractor, Twenty-First Century Rail Corporation (TFCRC) (formed by Raytheon Company, Kinkisharyo Company and Itochu Corporation) was executed in October of 1996. In the months following execution, the agency and the Contractor have been participating in the complicated process of developing and integrating their operations to execute the numerous and varied requirements of the project.The paper presented will describe challenges of the initial integration and development phase of the project. NJ Transit and the DBOM Contractor have faced and resolved challenges in contract administration, development of financial processes, team coordination, coordination with the DBOM Contractor to implement the Owner Controlled Insurance Program (OCIP) covering all aspects of project work, and development of project-wide administration processes.In addition to discussion of specific challenges faced in the areas listed above, the paper will also discuss the overall integration and development process, including challenges faced by NJ Transit, challenges faced in the further development of the DBOM Contractor team from a proposal team to a project team, and some of the overall challenges involved in the introduction of the DBOM method in the US.
