Calming Urban Street Crime through Traffic Calming: Program Development and Implementation

These guidelines establish a process for using traffic management devices as a tool to address neighborhood crime. The focus should be on public safety and crime reduction and the application of this tool should be viewed as the last resort in the joint efforts of the Police and the community to address criminal activities in residential areas.The program should be citizen initiated and driven and the Police Department should be the lead department from project initiation through post-project evaluation with support from other stakeholders. The initial request from citizens to address residential crime should be directed to the Police. With their knowledge of local crime conditions, the Police Department is most qualified to identify projects that will benefit from the use of traffic calming devices. After a project is selected, to maintain local support, project design must involve citizen input. This will help citizens establish project ownership. In addition, the selected devices must provide landscaping opportunity to enhance neighborhood livability while limiting their potential to divert the problem to adjacent streets.
