Overview of Selected USNRC Regulatory Assistance Topics to Central and Eastern European (CEE) Countries

I am very pleased to participate on this panel devoted to risk issues for Soviet-designed reactors. I must state however at the outset that NRC's regulatory assistance program to CEE countries was nto developed with the view to identifying and recommending improvements for specific shortcomings or design deficiencies of the Soviet-designed plants. Nor did it focus on operating procedures of plant personnel. In both these assistance categories USDOE has played a more active role. Rather, as manager of regulatory assistance since 1991 (when USAID funding first became available to NRC) my activities focused mainly on strengthening the capability of local regulators. This is being done by sharing with them our regulatory philosophy, and transfering to them the tools used by NRC for inspecting, analyzing, verifying and disposing of nuclear safety deficiencies already recognized by them, or identified to them by ouside experts or international organizations (such as the IAEA).
