The e-navigation concept of the IMO is an initiative, which among other should contribute to integrate and harmonize new electronic technologies for increasing safety and efficiency in maritime navigation. Besides others, such electronic technologies include systems for traffic surveillance like automatic identification system (AIS), vessel traffic service (VTS) systems and integrated navigation systems (INS) on vessels. One concept related to e-navigation is the integration and harmonization of ship based navigational systems with land based traffic management systems. This includes exchange of data such as tracks, manoeuvres and routes, hydrologic data, bathymetric data and weather information. Projects like Mona Lisa and EfficienSea have shown prototypically that this data exchange is technically feasible. The presented COSINUS-approach now goes into details. Basic aspects for integration of INS and VTS such as data interfaces, data fusion, consistency checks, transparency of quality and trustworthiness of data, usage of standardized data formats and links, data compression and new HMI concepts are under investigation here. The main objective of COSINUS is to realize a technical solution for data exchange between INS and VTS-systems to achieve a consistent and improved situational awareness on the vessel bridges as well as in the VTS-centres. This includes the data exchange itself together with intelligent algorithms for adaptive data compression and transmission depending on communication links available, sensor data processing for building a consistent, quality transparent situation image as well as new HMI concepts for the visualization of the new data together with its quality attributes. To achieve this, we use a user centric design process aligned with corresponding IMO recommendations. Our process starts with an analysis of work processes for the usage of currently available systems. Based on the results of this analysis technical requirements for the enhanced systems will be derived. This will be followed by the implementation of the system and a simulation based safety assessment of these new technologies for early evaluation of the system. Passing our simulation based evaluation, a real world evaluation and demonstration on sea will be done. This paper will present our proposal for coupling INS and VTS. This includes a description of the various architecture components of the coupled systems and the steps of the design process. Furthermore, a first vertical prototype will be described.
