This research deals with a Web-GISapplication to prevent near shore damage fromenvironmental disaster such as the NAKHODKA oil spill,which occurred on Jan. 2, 1997, in the Sea of Japan.In the NAHODKA oil-spill disaster, information wasprovided from various places to the Internet, as the oilmoved north in the Sea of Japan. However, the characterbasedinformation was updated hour by hour during theevent, so it was difficult to unify the data. Moreover,considering that information was needed by a total of770,000 volunteer gathered for oil-spill restoration, it wasimportant to transfer the information on the incident in atimely manner. In such a situation, software, which couldoffer information on management of the near shoreenvironment, was needed. We constructed the Web GIS tooffer information linked to a map on the World Wide Webusing CGI (Common Gateway Interface).In a situation such as the near shore region in Japan,which is controlled by two or more organizations, thissystem was effective in unifying information about thedisaster. Moreover, because there is the possibility thatmany people in various fields would take part in damageprevention from an environmental disaster like theNAHODKA oil spill, Web-GIS can offer and standardizethe information for various organizations. And integral useof GIS in the client server and Web-GIS can offer manydomestic information to the decision maker in the oil-spillincident including the political judgement.
