In order to cope with the rapidly changing interplay between technology and market in information industries, particularly in R&D activities in large corporations, a persistent and clarifying interplay among the participants must be lead by policy scientist as a policy process. The author of this paper argues that with emerging digital media-enabled innovations, Lasswell's (1971) concept of policy sciences and its process has become applicable to the problem of this technology innovation, if behavioral sciences view points on Technology Policy Staff are appropriately taken into consideration in terms of structure and power of the decision field. Several experiments on the perspective were made by himself in real worlds. The goals that were clarified through the persistent interplay among the decision-makers, the other participants and the author are shared and under implementation. The results of a couple of experiments in real world problems were appreciable and consequently corporate-wide application of the concept of TPSs has started in an organization.
