Forest insurance business is an effective way to avoid the risk of forest management. However, fully commercial forest insurance business has been greatly bound by the characteristics of high risk and public welfare of forestry. So, it is imperative to carry out forest insurance policy. This paper will discuss in-depth on the operating mode of the policy forest insurance by analyzing the existing deficiencies of forest insurance business and the experience of other industries.
