The abstract and paper presentation for the 2007 Institute of Transportation Engineers InternationalrnConference originated from the white paper titled, “Local Government Design-Build Traffic SignalrnExperience: Flat Shoals Road at Red Oak Road.” The presentation has been expanded to comparernmanpower and certification requirements of two public agencies: (1) Fulton County Traffic Operations, andrn(2) City of North Las Vegas Traffic Operations.rnThe topic of Design-Build Traffic Signals was presented at the 2006 Southern District ITE meeting held inrnJackson, Mississippi. The presentation at this conference explored one of the two design-build case studiesrninvolving the Fulton County Department of Public Works, Fulton County, Georgia.rnThe Fulton County Department of Public Works, LAI Engineering, and Brooks Berry Haynie ElectricalrnContractors successfully completed construction of two traffic signal projects using the design-buildrnconstruction method. The paper evaluates the pros and cons of design-build signal building, timelines forrndesign and construction, process snags, funding comparisons, navigating through public agency processes,rnand public sector manpower issues.rnDesign-build became a welcomed alternative for County administrative personnel because it aided thernCounty in signal building. With county manpower and trained personnel limited, an alternative wasrnneeded. The paper also addresses the importance of communication between the lead public agent, therndesign consultant, and signal contractor. All three parties during this experience maintained open-lines ofrncommunication which lead to successful projects.rnUltimately, the presentation will leave the public agency official a choice whether or not this technique isrnapplicable for their respective Public Works/ Transportation department.
