Public private partnerships (PPP) are a relatively new phenomenon for the academia. The more the practice is booming the more guidelines and cases, prepared by national governments and international institutions are coming to light. Researchers see the phenomenon from the perspective of economic theory-public goods and PPP contribution to the delivery of these goods. Economic issues of PPPs are explored by modern day scholars. Management issues and especially project management issues are considered less important. This paper aims to present views on the management aspects of PPPs and results from a study on the project management role and even contribution in PPPs in a country that passed through a decade of dramatic change from a centrally planned to market economy.-Bulgaria.
