CONTRIBUTION FOR POST-TSUNAMI SYNDROME: MULTIMEDIA APPLICATION IN MEDICAL TELEEDUCATION AND TELEMEDICINE USING EXPERIMENTAL SATELLITE IP NETWORK / JCSAT-1B

The tsunami disaster of December 26, 2004 in Aceh and North Sumatra left multiple syndromes that must be treated simultaneously particularly including by the use of Satellite communication systems for more effective and efficient results, since the tragedy occurred mostly in isolated or in remote areas. The priorities were for the humanitarian aspects, which includes health, education and social rehabilitation. And also for the coordination of the reconstruction of the supporting infrastructure. The Institut Teknologi Bandung (ITB) in cooperation with the PT. TELKOM, the Crisis Center in Bandung, and the Local Government of Meulaboh, West Aceh, took the initiative to construct a dedicated hot line between Bandung and the new Community Center in Meulaboh, where the new Hospital and the Medical Training Center were established. The basic concept was a Multimedia Teleconferencing System with 128 Kbps and 2 Mbps data stream according to the demand for Telemedicine, Teleeducation and Training of medical staffs. A mobile tele-medical units were use for roving in the outreaches. This units were equipped with 2.4 GHz WaveLAN communication system as far as the radio-condition is possible to use it. These network can be internationally connected by using JCSAT-IB earth station at ITB. At that moment, we use HF radio access, military communication network, and in some areas, where PSTN and BTS are recovered the doctors and other volunteers may use mobile-phone and/or internet. A special media production unit is needed to develop the training materials and modules. VCD recordings which are permitted to be dubbed in Indonesian language are cordially welcome. In line with these activities, a big number of tutors must be trained, in house or abroad if necessary.
