Directing the Developing Plans of the Middle and Long Range Science and Technology in Our Province Using a View of Developing Concept of Science

摘要

In the middle of October, 2003, the Third Plenum of the 16th Central Committee of the Communist Party of China ( CPC) worked definitely out that" supporting the theory of people oriented, setting a view of complete, correspondent and sustainable development in order to improve the comprehensive development between economic society and the mankind". According to the requirement of "Planning the development of city and country, planning the region development, planning the development of economic society, planning the harmonious development between nature and people, or planning the development inside the nation and the openness to the outside, above all must be planned as a whole" , we have to promote reform and development on each activity. It is an important strategic idea we provided for our party and country developing at the new period and the new century when we regard the Deng Xiaoping Theory and the valuable idea of "three representations" as a guide. Currently, the concept of science development, which applies to this common rule, has been set up firmly and carried out seriously by all of the society. From a point of participating in making a middle and long range plan of science development in Gansu province, the paper provides some idea to understand the concept of science development. At the same time, several suggestions are provided for setting up that view firmly and performing it in order to ensure plan the middle and long range development of science scientifically, prophetically and practically. The suggestions are also made to achieve sustainable development of science and technology, economy, and society and to construct the well-off society.
