The Exploration Of Scientific Research Project Management Approach

With the transfer of the Chinese national industrial technology defense system of research and development (R&D) of weapons equipment, especially tactical weapons, is changing from government control of production to moderate competition through government contracts. In China, every R&D enterprise is facing stronger pressure than ever before in economics, time and competition. R&D enterprises usually develop many types of new weapons simultaneously. Hence, it is very important to find a efficient approach to promote the development of multiple weapon systems while realizing the goal of reducing costs, shortening development time and increasing weapon capabilities. Project Management (PM) is the best way to realize these goals. PM was first used in the famous Manhattan Project. Since then PM has progressed steadily. Although there are many kinds of PM organization models over the world, the basic principles and essential management methods are consistent. European aerospace project managers have successfully used ECSS-M standards. ECSS-M standards can serve as beneficial references to project managers in China.
