The barrier requirements in the Norwegian Petroleum Regulations

In this paper the barrier requirements in the Norwegian Petroleum Regulations will be presented. These regulations are based on a risk-based regulatory regime. The background for introducing the term barrier in the regulations will be explained. The barrier term includes both physical and non-physical barriers, a decision that has several implications. Due to the fact that the regulations are "owned" by three different authorities with different responsibilities, the barrier requirements had to be written very generic. This has some implications that will be discussed in the paper. The industry's reaction to this initiative will also be commented.
