The U.S. Nuclear Regulatory Commission (USNRC) reviews new reactor licensernapplications in accordance with NUREG-0800, "Standard Review Plan for the Review of SafetyrnAnalysis Reports for Nuclear Power Plants" (the SRP). The SRP guides USNRC in conducting safetyrnreviews of applications to construct and operate nuclear power plants and the review of applications tornapprove standard designs and sites for nuclear power plants.rnThis paper describes the use of risk insights in support of USNRC reviews of new reactor applications.rnThe risk insights are developed from probabilistic evaluations (e.g., probabilistic risk assessment,rnPRA) and traditional evaluations (e.g., defense-in-depth, expert panel). The risk insights includernsignificant contributors to plant risk such as important human actions, dependencies, common causernfailures, failure modes, and PRA assumptions. The use of risk insights in support of USNRC reviewsrnof new reactor applications is a logical extension of the current USNRC policy on the use ofrnprobabilistic risk assessment in regulatory activities, and facilitates efficient and effective reviews ofrnnew reactor applications by:rn(a) Reviewing topics in the applications in accordance with the SRP and at the appropriate depth andrnlevel of detail that is commensurate with their contribution to plant risk, andrn(b) Developing risk insights to facilitate identification of potential design and performance issues thatrncould impact plant risk.
