Network-Facilitating Innovation Policy in the UK

摘要

The deepening understanding of the nature of innovation influences the innovation policies made by the governments, and in return, the innovation policies make great contribution to the innovation performance. The traditional innovation policy is argued to be based on the linear model of innovation process in this paper. However, the current policy recognizes the complexity and specialization of the innovation system, and places more emphasis on the knowledge diffusion through innovation network approaches. This paper analyzes the evolution of innovation policies in the changing context, and then focuses on the network-facilitating policies in the UK, in particular the biotechnology industry. Two trends of the UK's experiences, 'structural intervention' and 'soft support', are concluded in the paper.
