PROJECT MANAGEMENT FOR ACHIEVING ACCELERATED HYDRO POWER IMPLEMENTATION

Hydro Power Projects are considered to be projects having long gestation period and this factor alone has pushed hydro power projects to background while allocating priority of funds to infra-structural projects specially in developing countries. Another impression carried is that almost all hydro power projects suffer from time and cost over run. The authors in this paper have identified the factors responsible for time over run at various stages of project development. An analysis of these factors and ways and means to tackle them have been formulated based upon the experience of the authors in hydro power sector in India. For each of the factor that could contribute to time over run at project formulation stage, project planning stage and project implementation (actual construction) stage, possible remedies have been suggested. To accelerate the pace of hydro power development the basic inputs identified in this paper are accurate survey and investigations sufficiently covering all the aspects for which time and money should be adequately invested; preparation of a comprehensive and bankable Detailed Project Report; proper planning for project implementation; faster and time bound clearances by authorities; commitment of State Governments to timely address land acquisition and rehabilitation & resettlement issues; effective and professional construction monitoring and management and a transparent but strong contract administration by owner.
