摘要

The dualistic land system that cuts apart in urban and rural areas is the basic root of all problems of the city village in China. During the process of city village transformation, government stipulates clearly that all collective land should turn into the state-run land among regional city. But the ways of land ownership transformation, which different regional governments undertake still exist many questions and contradictions. This article introduces the shareholding system to realize village land ownership transformation through land assets assessment, investing as shareholding, at the same time distributing shares among government, village collective and former village resident. This approach will reach the goal of guaranteeing villagers' basic standard of life, ensuring the income of the government, and setting up capital source to build city village and city facilities together with accelerating the transformation process.
