The characteristic of root and shoot development of winter wheat was studied, and the possibility, objective and time of regulation of root/shoot growth was also approached in this paper. Pot cultivation with two soil water treatments was conducted in China Agricultural Experimental Station Hebei province. The experiment results indicate that the root system of winter wheat are directly affected by soil water environment, the sensitivity of the adventitious roots to soil water stress is higher than that of the primary roots. Under the condition of serious water stress (50-60%FC, FC-field capacity), the total length of the primary root system is 65% of that under normal water condition( 80-90%FC ) while dry matter is 85%. The root length and root dry matter of the adventitious root system under condition of 50- 60%FC are only 15% and 33% respectively of as those under normal water condition. As the adventitious root system is significantly affected as compared with the primary one, it services as the main objective of regulation and the best opportunity to regulate root/shoot growth of winter wheat is in the stage when the root numbers and the root length increase rapidly.
