China's high-speed rail network is the largest in the world, and a number of passengers have to switch different trains when traveling. In order to improve the connectivity between stations and increase passengers' transfer service efficiency, this paper presents a bi-level programming model to optimize a train stopping plan. The upper level iteratively adjusts train stops according to key transfer service efficiency indicators. The lower level assigns passengers to trains by constructing a train service network based on train stops, and an improved F-W algorithm is proposed. A case study is carried out using the Beijing-Shanghai high-speed rail in China as the background. The results show that the optimized train stop combination improves transfer service efficiency significantly compared with the existing plan.
