The introduction of asset management systems into a road authority requires a changernin the thinking of staff managing those assets to enable the greatest benefits to be obtained by therncommunity.rnThe requirements of accounting systems and, in particular, legislation are strong drivers on roadrnauthorities to introduce asset management systems.rnThe paper describes the recent Road Management Act in Victoria, Australia that places arnstatutory duty on road authorities to inspect, maintain and repair public roads. The paper alsornoutlines the option, as provided in the legislation, for road authorities to have a RoadrnManagement Plan and describes the plan developed by VicRoads, the authority responsible forrnarterial roads. While the main thrust of the road management plans is risk based hazard reduction,rnthe introduction of these Plans has seen an increased focus by road authorities on assetrnmanagement systems and the development of maintenance standards.
