Efficiency Congestion in Data Envelopment Analysis

In this brief paper, we discuss the evidence of congestion, together with the issues of returns to scale, by output oriented DEA models. Congestion is evidenthat evidence of congestion occurs when reducing some inputs can increase some, instead of all, outputs without worsening others. This research defines output efficiency for decision making units under various DEA output additive models. We give necessary and sufficient conditions for the evidence of congestion.
