The answer to these new regulatory challenges was given by implementation of diversrnmeasures aimed at strengthening of nuclear and radiation safety and nuclear security, and to preventrnthe malevolent use of radioactive sources and nuclear materials. The international basic safetyrnstandards for protection against ionizing radiation and for the safety of radiation sources (BSS) requirernthe establishment and implementation of security measures of radioactive sources to ensure thatrnprotection and safety requirements are met. In order to reach a high level of safety and security, it isrnnecessary that there is a legislative and governmental infrastructure, including an organization ofrnregulation having responsibilities and highly qualified personnels. The IAEA code of conduct andrnbasic safety standards, the convention on nuclear safety, the amended convention on physicalrnprotection of nuclear material and nuclear facilities require that national legislation creates arnregulatory authority whose regulatory functions are effectively independent of any governmentrndepartment or other agency that promotes any of the practices regulated.
