Dielectric permittivity measurements of sea water at L band

We have presented a new method for dielectrics measurements and have obtained a new model for the permittivity of seawater at L band (1.4 GHz) from a large number of measurements. The method looks to be accurate so we expect to have a better model for the seawater permittivity, but this point is difficult to assure (for this model and for the others models) because there are not any absolute reference for to compare. In general, the model is closer to the Klein & Swift model than the Ellison model.
