A lot of factors affect climatic changes in an urban area. Temperature increase due to urbanization is mainly caused by the following factors: 1) increase in artificial heat releases due to energy consumption, and 2) increase in the area covered with artificial materials (asphalt, concrete, etc.). Various urban planning measures have been proposed to minimize these impacts, e.g. urban planting, the use of water permeable materials, etc. In order to take full advantages of these measures, it is important to understand their effects on the heat balance in the urban space. This paper proposes a method for evaluating the heat balance in urban space as an "Urban Heat Balance model". The impacts of urban planting on climate in Tokyo are quantitatively evaluated using this model.
