Surveillance data management system

On October 8,2001, an Executive Order was signed creating the White House Office of Homeland Security. With its formation comes focused attention in setting goals and priorities for homeland security. Analysis, preparation, and implementation of strategies will hinge not only on how information is collected and analyzed, but more important, on how it is coordinated and shared. Military installations/facilities, Public safety agencies, airports, federal and local offices, public utilities, harbors, transportation and others critical areas must work either independently or as a team to ensure the safety of our citizens and visitor. In this new era of increased security, the key to interoperation is continuous information exchanged-events must be rapidly identified, reported and responded to by the appropriate agencies. For instance when a threat has been detected the security officers must be immediately alerted and must have access to the type of threat, location, movement, heading, threat size, etc to respond accordingly and the type of support required. This requires instant communications and teamwork with reliable and flexible technology. VistaScape Technology provides a Surveillance Data Management System (SDMS), which is ideal for integrating and managing a local area security system as well as regional and even national integration providing a near real time proactive alarm system with various levels of interaction. SDMS provides the platform to receive, manage and report disparate information with great reliability and utility. From the detected and managed information, SDMS will generate alarms, radio messages, telephone calls or other users requirement to provide the necessary alarms for proactive response. While many appropriate technologies exist to handle security issues such as surveillance, and threat detection, typically the lack of integration puts the operator into an overwhelming data overload. The SDMS solution provides the operator(s) with a single interface displaying an intelligent, integrated map of the entire area under surveillance for the situational picture and a queued approach to receiving and assessing information. This is extremely beneficial as security monitors may not be familiar with the entire area under surveillance therefore would not be capable to provide precise location information to address the threat. The SDMS integrated map gives the security monitor the ability to view all areas, gates, etc under surveillance and provide precise ground coordinators for dispatching guards. The security monitor can access the surveillance cameras and zoom in on an area of interest to obtain details of the threat or event at a particular location to further support the guard in the field as necessary. The SDMS solution is rule based, developed with the user, to provide the appropriate level of information when it is needed and to whom the information is to be provided. This paper will describe the critical role, which an integrated surveillance data management system combined with geographic data can enhanced security system in the assessment. Preparedness, and response to such threats proactively as opposed to reactively. Essentially, the capability to build on existing data sets in the public and private sector, along with the knowledge and methodologies developed over decades by the motion/change detection, and GIS communities. The time to do this is now. We believe that SDMS can provide the tool for immediate and courageous action to "think anew" about how we manage and share our surveillance information from the local to the national level so that we can best protect that which we hold most dear.
