Since China adopted the policy of reform and opening to the outside world in 1978, the country's electric power industry has developed rapidly. Particularly, in the "Eighth Five-Year Plan" period (1990-1995), the capacity of large and medium-sized generating units across the country increased by 12 million kilowatts or above annually, and the installed capacity of power generation increased by 75 million kilowatts each year. By the end of 1995, the total installed capacity nationwide had reached 210 million kilowatts, ranking the third in the world, and the annual electric energy production had reached 1 trillion kilowatt-hours, ranking the second in the world. Meanwhile, China has made great progress in legislation and the making of government regulations on the production, supply and consumption of electric power. In particular, the promulgation of the "Electricity Law" in 1995 marked the entry of China's electric power industry into an era of management by legal means. In the text below, I would like to inform you on the general situation concerning the status quo of and prospects for legislation and government regulations on the electric power industry of China.
