Regulation and Incentives for a Brazilian Smart Grid

The initiatives currently promoted for the development of Smart Grid by the BrazilianrnElectricity Regulatory Agency (ANEEL) with drivers for your deployment in Brazil isrnpresented. The paper provides the main regulations proposed in the last four years byrnANEEL, like for example, the minimum functionalities for smart meters that will be applied,rnthe creation of a Time of Use Tariff, called white tariff, to the low voltage consumers, thernincentives to prosumer for micro and mini generation installations, the application by utilitiesrnof Geographic Information Systems, the regulation of energy prepayment systems. The articlernalso offers the evolution of research in Smart Grid in the ANEEL´s Research & DevelopmentrnProgram. Indicators of research projects are displayed within the Program in an aggregatedrnmanner since 2008, the number of projects that have been or are running, how much moneyrnwas invested in these projects, how many and where are located in Brazil the researchrninstitutes linked to the themes, as well as the classification of the projects in terms of researchrnsubject. The results of the Strategic Project titled “Smart Grid Brazilian Program” developedrnin 2011/2012 are presented, demonstrating a roadmap for migration of the current electricalrnnetworks to a smart one. The article also deals with an Agenda for future Smart GridrnResearch and Development in Brazil that will be fostered by ANEEL. Furthermore somerninformation about the main demonstration projects that are in execution by electrical utilitiesrnin many areas of the country is presented.
