Delegating Safety

摘要

Many failures in process safety management programs are failures of management control. Both under- and over-control can ruin the fragile safety culture of a plant, and both are problems of effective delegation practices. This paper discusses often-neglected basic delegation skills, focusing on special features unique to safety management. It advises how to effectively delegate, assuring that delegees are qualified, have adequate resources, and are held accountable. Also included are heuristics for assessing delegation (or lack of it), considerations for managing safety alongside other management responsibilities, and techniques for improving delegation of safety-critical tasks.
