This project illustrates that it is possible to plan and execute a large scale control system change-out despite the following challenges: 1. Limitations in available technology precludes simple replacement of aging equipment (i.e. single processor option not feasible as replacement); 2. Requirement to deliver a more functional, more reliable and more robust system within the budgetary and time constraints that will satisfy the needs and growth requirements of the system for several years (i.e. distributed processing is better and more reliable despite lack of hot-standby present); 3. The need to assess and evaluate the risks to come up with an innovative solution that will satisfy all project requirements (i.e. Was hot-standby really necessary or was cold-standby adequate?); 4. Ability to commission the new system side-by-side with the old system without disrupting ongoing terminal operations. The benefits of proceeding with this project are clearly evident today as the system's reliability, additional functionality and standardization have already proved their worth.
