Land is the only immovable property that canbe used, as a means for agricultural production as well as ameans for mortgage for financing industrial or commercialenterprises. Spatial technologies play a key role inmanaging our land, water and natural resources. Cadastraldata is a major component for the development of LandInformation System. Therefore, systematic land registrationsystem based on accurate and scientific cadastral map arefound inevitable for poverty alleviation, good governanceand women empowerment through security of their rightson property, as well as the planning and development of asustainable environmental protection within Metropolitancity. Digital cadastral parcel is the fundamental spatial uniton which database is designed, created, maintained andoperated. Availability of accurate and updated cadastralmaps is a primary requisite for successful planning, policyformulating and maintenance of city utility services, whichneed cadastral and utility information together. Flawedcadastral maps can put land, revenue and taxation system atstake. Kathmandu the capital city of Nepal still is lackingutility maps combining cadastral information with theutility. There is an urgent need to have an effective,accurate and easy to access land revenue and utility servicessystem within the urban areas which could be achievedafter the production of reliable base maps and landregistration system to guarantee land allocation andproperty rights which can well be achieved by digitalconversion and correction of base cadastral maps. Thispaper highlights the drawbacks of the conventionalcadastral maps and the possible advantages of digitalcadastral maps over these. Also the problems, issues andimplications during digital conversion and creating databaseof the same will be discussed.
