1. Widely varying methods used among states to estimate RPS compliance costs → Application of standard methodology would allow broader and more definitive conclusions 2. Fairly modest cost impacts to-date: ~1% of average electricity rates over 2010-2012 3. Scheduled increases in RPS targets (three-fold over next decade) may put upward pressure on compliance costs 4. But any future cost increases will be limited by existing cost containment mechanisms to ＜10% of average rates in most states (and in many states ＜5%).
