River runoff is the primary water resources in the Yellow River. 15 subregions are regionalized in the Yellow River and their annual runoff series are calculated during 1951-1998. Then the variations and trends of them are analyzed and the results show that runoff is quite different in spatial distribution, and there is a downward trend of annual runoff in the Yellow River Basin. We apply Mann-Kendall Test method to detect the abrupt changes of annual runoff series of subregions in the Yellow River Basin and the abrupt changes mainly appeared in 1952-1995, 1979-1983, 1991-1993 and 1994-1995. At last, some measurements for the water scarcity in the Yellow River basin are provided.
