摘要

This paper studies the problem of water resources allocation among several homogeneous production enterprises in a certain industry, and proposes a dynamic water resources allocation mode base on DEA models and elasticity analysis. According to the seasonal change of water supply, this mode can dynamically adjust the amount of allocation for each enterprise. Besides the evaluation of water use efficiency for each enterprise, we add the measurement of their potential productivity so as to coordinate water conservation and the need of economic development. Both of these two aspects will affect the ultimate allocation result.
