It has very important theoretical and practical significance to evaluate scientifically on the low-carbon development level of coal enterprise groups.For the implementing the national energy conservation and its related systems, and then building the institutional mechanisms conducive to the development of circular economy in coal enterprise and energy conservation, the evaluating will promote the healthy development of coal enterprise groups, so as to realize the coal scientific development and utilization of resources.Firstly, through the systematic analysis method, four areas criteria of evaluation index system have been constructed to scale the development of low-carbon coal enterprise groups, which including the criteria layer of low-carbon energy consumption indicators, economic indicators, resource utilization and environmental indicators, and the corresponding 14 index layers.Secondly, index weight have been measured by using AHP method and operating the software YAAHP guidelines, the index data of all levels have been handled strictly both forward and non-dimensional treatment, and the linear-weighted summation method has been integrated to evaluate low-carbon development level of coal enterprises.Finally, through carried out a field analysis and research, the evaluation process have been used in the case of PJ coal enterprise groups, and GM(1,1) has been established to predict the future low-carbon development level of PJ enterprise cases.Lastly , according to former analysis results, some proposed management strategy and policy measures have also recommended on coal enterprise groups low-carbon development.The study will guide for the scientific development of low-carbon coal enterprise groups, and solve the coal mining and the use of the process of the environmental impact caused by ecological problems, reduce energy consumption and waste emissions, and achieve the sustainable development of the coal industry ultimately.
