The resilient modulus of subgrade soils is a very important property in the design of a flexible pavement system. However, difficulties and complexities in performing cyclic M_R testing have kept it from being used as a routine test. Therefore, the development of an alternative M_R testing technique, which is simple and reliable, is essential to the application of the mechanistic design of flexible pavement. For the development of the alternative testing method, deformational characteristics of subgrade soils were fully investigated. Cyclic M_R test, static TX test, RC/TS tests, and FF-RC test were performed. The alternative procedures for determining M_R of compacted subgrade soils using a FF-RC test and a static TX test were proposed considering the deformational characteristics. By comparing the moduli determined by the proposed alternative M_R testing methods with those by the standard M_R tests, the reliability of the proposed test methods was verified.
