摘要

This paper looks at how private-public partnerships in space can provide a cost-effective cooperation scheme that addresses the concerns of industry, commercial markets and public sector security. The formation of multi-public partnerships in space has a long history of success with prominent examples from the early days of space exploration during the Cold War. The development of commercial markets in recent years has come across security concerns by the public sector, which can hinder further commercialization efforts. The formation of multi-public-private partnerships in space can result in use of public technological know-how and use of technology controls that can potentially address both security concerns and facilitaterncommercialization of technology through reduced research and development costs. The paper examines the potential of major different space programmes in terms of their characteristics and candidacy for becoming multi-public-private partnerships of a transatlantic nature.
