Analysis of Snowfalls and Snow Depth Considering with Countermeasures for Old People at Mountain Side and Island in Niigata Prefecture

Japan's aging ratio has been soared sharply and reached about 17% for an average rate around the whole nation in 1999, and this situation will still be promoted. This tendency has already appeared in some European countries and even in NIES countries. Especially, in island or mountain areas, which often suffered from heavy snow, areas, the aging ratio tends to be exceeded over 30～40%. Therefore lack in man-power when various hazards occurred can become a big problem in these regions. In this paper, authors investigated the surroundings based on disaster mitigation plan including social welfare in case of Awashima-ura Village and Tsunan Town in Niigata Prefecture in order to establish preparedness, reduce social damage and fiasco after earthquake or avalanche, and prevent these areas from being languished in standpoint of social condition. Still, we analyzed the close relation between quantity of snow and habitant's daily life
