A major goal in any System Safety Program is to prevent the occurrence of mishaps This is true regardless of the product being developed; e.g., weapons for the Defense Department, cars for the auto industry, or food for the local grocery shelves. The System Safety Engineer's job is to identify hazards in the system proces s that may lead to a mishap, assess the risks of these hazards, an i plan for the management of that risk. Often the best way to manage that risk is to change the system design to eliminate the risk. This involves a commitment by management that affects cost, schedule, and maybe, performance. Sometimes there is no practical way to manage the risk. Someone then has to acknowledge the presence of that risk, accept responsibility for it, and continue on with the program. It is the Safety Engineer's responsibility to manage the risk identification/risk minimization/risk acceptance process. It involves dealing with the highest levels of management, and persuading managers to commit resources, or to accept risk. It involves winning, and sometimes losing, battles to manage risk. This paper examines the process of risk management. It looks at the tradeoff process o " safety versus schedule, cost, and performance. It provides insight into practical techniques the Safety Engineer might find helpful in addressing their own risk management issues.
