Flight Standards Service Adopts System Safety Concepts

United States FAA Flight Standards Service started a process in September 1996 to redesign its certification and oversight process of Air Carriers operating under Federal Aviation Regulation (FAR), Part 121. Initially, a process of oversight called ATOS (Air Transportation Oversight System), which incorporated System Safety, was initiated for ten U.S. Air Carriers; those carrying the most passengers. Simultaneously, a process was initiated to certify New Entrant Air Carriers also based on System Safety. System Safety incorporates regulatory compliance into the application of System Safety Attributes and Risk Management. This paper will show how the remaining established Air Carriers will be transitioned from the pre-1996 process of certification and oversight to the System Safety process.
