One important goal for improved utility location technology is to avoid third-party damage to existingrnunderground utilities caused by hitting unknown utilities or “mislocated” utilities. This goal requires improvedrnlocation technologies and better training and the integration of these technologies into the planning andrnexecution of excavation work. Using Subsurface Utility Engineering (SUE) during construction assistrncontractors in facing the challenges of personnel and property safety, and cost and time overruns.rnThe intent of this study is to analyze factors affecting the implementation of subsurface utility engineering inrnurban construction projects. Evaluations of subsurface utility engineering used in United States have shownrnthat accurately locating and mapping surface utilities during project planning and design, rather than justrnprior to excavation, can reduce the cost of construction projects. The paper will focus on case studiesrninvolving several projects where subsurface utility engineering has been used in the United States, andrnanalyze the impacts of using subsurface utility engineering, in terms of performance, cost and schedules.rnNext, a rapidly growing urban area in Turkey is selected to study factors that would affect the implementationrnof SUE. In urban areas of Turkey (such as Istanbul, Ankara, and Izmir) construction is a rapidly growingrnmarket with millions of cubic meters of excavation every year. It is imperative to reduce the project costs andrnreduce the number of accidents that arise due to damage to existing utility lines. Finally, the paper willrndiscuss the impacts of the application of subsurface utility engineering in an urban construction project.
