In this paper, a new effectiveness-cost analysis model, based on the characteristics of carrier-borne multipurpose fighter, was brought out according to the principle of CAIV (Cost as an Independent Variable). Using carrier-borne multipurpose fighter's performance indicators, the whole life cycle cost (LCC) and system performance as design inputs in the model, the optimal design scheme of carrier-borne multipurpose fighter then could be obtained through synthetic tradeoff and decision-making, meeting the operational requirements quite well. Finally, an example was showed to illuminate this method and the decision-making process.
